PayPal holding funds until feedback left?

I bought an item from a seller who claims PayPal was holding the funds from the transaction until I left positive feedback for it on eBay.

Says this is because she hasn't been a seller for 90 days yet.

Is this true or was I just being manipulated in to leaving positive feedback?

True. At least that's how I understand it as explained by a close friend that recently sold some stuff for the 1st time. He would have been able to access his money eventually, but leaving the feedback gave him access to it quicker.

It's true Jimmy- This happened to me as a seller a few months back. I called PayPal a bunch of times and they apparently "expedited" me through and removed the hold in a week or so. But it was a little nerve wracking sending out shirts while the money was on hold.

It gets complicated because she over charged me on shipping - and said she couldn't refund until they released the funds after feedback. Now that I have left feedback she's not responding. :x

i think you still can claim even if you already left a +ve feedback..

It's annoying for the seller, but that's to prevent someone opening up shop, hawking a bunch of bootleg product (or no product at all) removing the funds then moving on. Then rinse & repeat.

In the past year, I've had my Paypal acct hacked into twice (first time ever in 12 yrs). Second time was despite fact the password was drastically changed and my acct was locked. Even I couldn't get my funds, but the theif somehow could. Fortunately I was able to get funds put back by calling PP and talking to CS rep. Lesson...log into your PP acct regularly...if it doesn't recognize your e-mail/password, you've probably been hacked. Like me, you also probably have a trojan/keylogger.
