Anvil is one of those tags that has some really bizarre, yet actually legit versions of their tag, they were super sloppy in that respect with their branding. The resolution on these pics is so low, is it listed somewhere?

Inches yes? If so, not legit. a M would never be 24 inches, and likely nor would an XL from the 90s.

Looks like it was probably sewn in - or a new fake tag, can you get a better photo of the tag please?

The DS makes sense in the context of it being a euro tag. I just don't see this as potentially being a modern counterfeit. Did you get it from Grailed?

Awesome! Explanation - it's a bootleg from that era. The bootleggers used any blank they could get their hands on, including factory rejects, which are often torn prior to being sold to mark them as such.

My mate from @stylefrommyles came through in the clutch with this back of the tag. So it appears to be a fake tag.
