Hefty RN 13765: Dating help + mystery portrait with numbered border

Hey everyone, I found this shirt at a thrift store in West Melbourne, Florida, and would love help identifying the graphic and dating the shirt.

The tag reads Hefty heavy weight, Large 42–44, 100% cotton, Made in U.S.A., RN 13765. It has single-stitch construction.

The graphic is a black-and-white portrait surrounded by numbered strips. The horizontal strips appear to run from 001 to 036, and the vertical strips appear to reach 050. I haven’t found a readable artist signature or copyright date.

Has anyone seen this graphic or numbered frame before? Could the border relate to a printing or image-processing technique?

I’ve also found similar Hefty tags on shirts sellers describe as 1970s, but I’m looking for evidence to confirm when this particular label was used.

Photos of the shirt, graphic, tag, and print details are attached. Any leads would be appreciated—thanks!

I used AI to look at the image, suggested Larry David lol.

My best guess is this is a custom tee with someone in the math, binary, coding field of work. Maybe a teacher.

The tag is a FOTL line extension, very cool. I've seen one before but I never put together that it was FOTL.

What's the pit to pit in inches, that can help determine what era. I only found one other, and it looks 80s to me - but look at that noticeably taller collar - it's near turtle neck lol.
