"The Dogs" Shirt

Anybody know anything about this shirt? I think it might be from the hip hop group "The Dogs" which was active from 1990-1996, but I'm not positive. The artwork has a copyright date of '83, but the tag is a 90s tag. Wondering if anyone knows anything about it and what the value might be. Back is blank.
