Appears to just be a faded care tag.

Very cool, probably 80s, maybe late 70s, but brings up an interesting question as to when arm printing was first experimented with.

You should consult a car guy for the full history - and it will probably be one that buys it, but prob in the $50-100 range given how small it is.
