it's up for sale for 35$ and the seller said that there's dry rot on the back. Can it be fixed or saved from the dry rot?

Usually the dry rot isn't just in one area...if you want to use it to frame it, that's cool, but trying to restore this would be a big hassle, although there are guys that provide that service!

The seller said that the dry rot is only on the back under the collar but in other areas its pretty stable

I would advise not buying it to try to restore it - could just mean the other areas are weak too, which would be a nightmare for whoever tries to fix it. Buy it to frame it our buy it to just use the artwork patches somewhere. Surely there has to be a Pantera tee out there that you don't have to put so much work into!

Holes like that don't usually mean dry rot, although it could have been in an early stage before it was ever washed or worn and some of the fibers got toasted. Ask them to check for it.
