Interesting one. Typically, I would have just said the 2000s because of that double-stitch collar. But I also haven't investigated when that became a trend.
The smoking gun here is the web address on the tag.
According to archive.org - the first indexing of that domain happened in 2000. And if you look, it's only the parked, "we've registered a domain" page. So that clears up any confusion as to whether the website was actually operating before the 2000s - because if that first indexed page was a website, there could be a case made that it existed prior, but that archive.org never found and took a record of it. But now we know the first record of it is just a registration page.
By Jan 2001, it appears as though they got something going - but we can't see it because it was flash-based. So would say it's safe to say it's at least 2000.
I guess a case could be made that they were advertising the domain on the tag before anything was ready. I remember doing this exact thing with another project I was involved with, the hype of getting on the internet was high, and everyone wanted to jump on, and present their company as web savvy, even though their domain wasn't ready or polished. But something tells me if they went into full production with tags and that address that they likely had something more than just a parked page visible.
