On brockum but the tag is cut out, which is throwing me off a little. What do you think?

No need to be confused, if the license is brockum, it means it is a product issued by brockum.
But if the tour t-shirt is like this and the tour is in Europe, it is most likely an official product produced in Europe and still under the Brockum license, only the material and screen printing will definitely be different.
for example, on average European products have thick collars
