Not really even sure what it's supposed to be - I think just a novelty Halloween tee? It's not actually related to Smashing Pumpkins is it?

Not even sure. Wondering why it has the Nice Man stamp on bottom left. But not tagged

Yeah, I think a novelty Halloween tee, Nice Man would have their tags installed, they didn't manufacture the tees, so perhaps they didn't think it was worth the effort in a non-band/ licensing situation.
