Google lense does turn up shirts that were for sale on dhgate as vintage reprints but the link is broken. The print doesn’t feel very fresh and I’ve never seen the tag.

I can't figure out what it is, sorry. but for an M to 21 suggests it's more modern than original 90s era.

I see it here, but appears to be a different tag:
