No idea who the dude is, but the style suggests Barbara Kruger. She's a political artist who was big in the 80s/90s and is most famous for this picture, which you could not avoid if you were anywhere near the fine arts department of a college or university. That's a late 80s/90s bootleg of a handbill for one of Warhol's multimedia events sometimes involving the Velvet Underground. Probably some enterprising head shop put that together in their basement.

Gaah... in the lag time between writing the remarks and getting a definitive response I put it up and sold it for $40. He hasn't paid yet... gaah!
