Interesting one - can't say I've seen anything like it, not familiar with the tag! But it's made in the USA, so perhaps it's 90s. But sorry, can't really add my two cents here.

I can see it's a Sex Pistols Anarchy in the UK tee. Highly unlikely to be legit, so widely reprinted and bootlegged.
