Monkey on a Skateboard....?

picked this tee up over the weekend. Not sure what it's about. Seems like I recognize this, but I can't place it. We got a planet of the apes looking character holding a sickel, a smaller monkey riding a skateboard, a clock at 12:00 and a caption that reads, "At least he won't run out of gas". Shirt tag is traditional screen stars.
