Jcpennys tag, phelps in 79 I believe. I’m thinking maybe this is tv related but my knowledge wouldn’t be good enough to confirm. Any information is appreciated.

Very cool, I guess it's handpainted? When I used lens on the image it seems highly related to army/audiovisual.
