I have dug, and looked all over and was able to find a little history on this band. But nothing on the art, or this shirt.

Love a good mystery. After a bit of digging, this appears to be a lesser-seen album cover put out shortly after the name change - strangely, there's no record of it on Discogs - likely because they didn't have a contract at that time - so it was independently released. Maybe a 12" single.

There's a thread about it on Reddit - the OP remembers the album and the art - one of the commenters says he spoke to one of the current members of the band, who said the art may have been done by a sound tech who passed away.
