It looks very new to me for a 1994 t-shirt, and the tag is not the classic EU one.

I've seen quite rarely blue ones.

I would really appreciate some help authenticating this Brockum Worldwide Made in China tag.

The shirt is a vintage hip-hop. The back of the tag says “Printed in Australia” and “Sydney, Australia” - importantly, it says SYDNEY, not SYCNEY.
