One of these sold for $305 in 2013. I can't find any other records. But it's missing sleeves. It could be a potential for restoration. I can't imaging it getting a ton in the state it's in now, maybe $200? Could be wrong.

From my intel, Vision Rock Wear is a bootleg tag that originates out of the Philippines. I don't have a bead on how long it's been around but doubt it's even vintage at this point.

REO is a Thailand-based brand from the early 2000s. So could be vintage - but also a bootleg.

One hasn't sold on eBay in three years, but it went for $400 when it did. And there currently isn't one available for sale.

So price high with offers, I would start at $1500 just to be sure. but it might go in the $500-1000 range.

Not familiar with this tag, but I see quite a few of them originating in Malaysia/Carousell, which always scares me. That small blip you're pointing out could be explained by a mishap during production - doesn't necessarily mean it's fake.
